Instructions: Now that you have proven that there is a problem, you must research possible solutions to the problem. You must turn in this research sheet completed with two articles attached that show possible solutions and why they would work

III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)

Have a National Fingerprint database for each state so that they can keep records of everyone in the state and if they need to get some information about a certain person being arrested, the state can send the Information to the FBI and they can use the info especially if the person has multiple arrests in different states.

IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date)

The solution we propose is by implementing a National Fingerprint Database each state has its own records of everyone within its state. The NFD can be fused with the FBI's IAFIS in order to keep accurate information on everyone within the United States.

V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)

I think if the National Fingerprint Database is implemented it would better our society. Within the last fourty years the crime rate has risen and murders being solved has dropped. If people keep killing others and are escaping then sooner or later it will become a crisis within the nation. Montana was the first state to use the NFD and has been one of the reasons why this should pass.
Attorney of the state of Montana, McGrath said "It's never been more important for federal, state and local law enforcement officials to have speedy access to accurate criminal justice information," McGrath said. "The NFF means states can maintain their own records and be confident the information being used around the nation is up to date." The criminals that are not being caught are free to do whatever while someone else might die. This is how the Databse would work explained by McGrath "When a law enforcement officer in another state arrests and fingerprints someone and submits those prints to the FBI, if the person has a criminal record in Montana, the FBI will notify Montana. The state then sends a criminal history record directly to the requesting law enforcement agency
